If you can't do Step 5, you can't do anything obviously. 😉 Step 1 is nonsense.
Most tarot decks include a little booklet in the packaging that gives you the basic meaning of the cards. So you can start there. You can also find tutorials on YouTube, and see if you like it and wish to dig deeper.
